15th International gvSIG Conference - Day 2

Geofumadas covered in person the three days of the 15as International Days of gvSIG in Valencia. On the second day the sessions were divided into 4 thematic blocks just like the previous day, starting with gvSIG Desktop, everything related to news and integrations to the system was presented here.

The speakers of the first block, all representatives of the gvSIG Association, addressed issues such as

  • What's new in gvSIG Desktop 2.5? carried out by Mario Carrera,
  • New expression generator: multiplying the possibilities of gvSIG Desktop,
  • Discovering the new gvSIG Desktop form generator,
  • JasperSoft: examples of using report designer integration in gvSIG Desktop by José Olivas.

Next, the thematic block corresponded to Municipal Management, opening this cycle Mr. Álvaro Anguix, with the paper Needs and benefits of implementing an IDE at the municipal level, who indicated that many times the location / location data is not necessarily the protagonist to define certain processes or phenomena that occur, but, it is a key part of a large amount of data that will later provide better internal and citizen management.

“The realities that we find in local administrations, is that information exists, but it is not known that it exists, that is, it is not cataloged, nor is it known, much less shared at the municipal level. Likewise, there is in many cases duplication of information, very important municipalities do not have a unique street plan, but, the police have one, urban planning uses another, and that is that the cartographic information where all the information is emptied must be unique and updated to all ”Álvaro Anguix.

The presentation that continued was that of Eulogio Escribano, who showed how tools can alleviate the issue of depopulation, with its theme AytoSIG. Spatial Data Infrastructures in small town halls.  The small municipalities of which Escribano spoke, refer to those located in rural regions, which have little capital and resources for their ideal functioning. So, what was the proposal, through gvSIG Online, they integrated a series of functionalities so that the people who must deliver the information to the community, only need to enter the system and use a button to display all the requested information.

"You can find the use of this type of GIS tools in important municipalities, where there are many people who consult the information, but small municipalities also have their daily challenges" Eulogio Escribano -AytoSIG

This block culminated with the presentations of Antonio García Benlloch Management of infrastructure of the City of Bétera, Y de Vicente Bou of the Onda City Council with Silvia Marzal UTE Pavapark-Nunsys, who presented a successful case of implementing an IDE in the Onda City Council. This last case was particular, because the Onda City Council previously had two failed attempts to structure an IDE. However, already understanding the importance of a tool like this, it becomes essential to achieve its implementation, together with the other local actors, who will help provide the necessary information to feed this SDI.

At the end, concerns were raised by the attendees and participants, who stated if there would be the possibility of normalizing or promoting the use of a specific nomenclature for all. But it is not simply to establish certain parameters for the presentation or management of the data, since this constitutes a great challenge for those involved in this world of spatial data management.

If it is a complicated task, to understand the power that tools such as gvSig suite can offer, just imagine trying to reach a consensus with the data takers, with authorities, with all those who participate in this data management process, if as Alvaro Anguix said "There are data models today and you can try this first, but nobody can force the authorities - in this case the municipalities - to use / adapt to this data model."

"In the end all this is a job that nobody commands and nobody pays, and it is complex, but taking advantage of the words" free software and community ", it could be a starting point to create a space for participation to agree on guidelines, however, it seems to me very complex to manage to group all the opinions in one. That is why private companies create a specific nomenclature and then the other users / technicians join it. ”Eulogio Escribano - AytoSIG

On the other hand, the ignorance of the data collection and manipulation is quite delicate, since many times some spatialized information is delivered and tied to a database, and then they return it completely displaced, with an attribute table that is scary to use. . In this specific block, weaknesses that countries such as Spain still have in this case were visible in terms of spatial data management and use of tools.

The thematic block referred to Biodiversity and Environment, cases where free data were used - free satellite images - and gvSIG as a spatial data management tool, specifically the presentation Estimation of the surface temperature in historical Landsat 5 images by means of single-channel atmospheric correction in the thermal for the Tempisque-Bebedero river basin. Rubén Martínez (University of Costa Rica). In this study, the satellite data extraction methodology was basically shown, for the monitoring of areas.

The last session, dedicated to Geomatics, began with the speech of Antonio Benlloch, who spoke of the uses of GIS by professionals in Geomatics, reviewing history, showing how the greatest strategists used cartography to obtain Success in your actions. Benlloch continued with the description of the fields of application that geomatics professionals have, to continue demonstrating that they are not only dedicated to the design of cartographies.

The gvSIG Association showed that it continues betting on the new generation, supporting and inviting the students that generate important research to these Days International In the Biodiversity and Environment block, the student Ángela Casas took the floor and talked about the use of gvSIG for environmental management, with its theme Micro reserve of flora in Sierra del Cid, Petrer (Alicante). For his part, the student Andrés Martínez González, from the Autonomous University of Mexico, presented GINI Index Automation as a tool for geographic statistical calculations through the gvSIG software.

Already for the last day of the Conference, the attendance of participants who previously enrolled in the free workshops, such as
Introduction to gvSIG Online and Thermal Remote Sensing with gvSIG, where they will obtain certification from the gvSIG Association.

We emphasize that we have previously attended research conferences like this one, and it is worth recognizing the gvSIG Association's effort to demonstrate that with free software we can make and manage all types of geospatial data. Many are currently tied to proprietary software, for the sole reason that they have not been allowed to see and explore all the benefits of this and other non-proprietary ones; but also because the ability to sell this under a balanced approach implies abandoning extremist positions and focusing on competitiveness.
