How is the Real Estate Cadastre course going?

We have arrived the second day of course, the facilities of the training center of the AECID are impeccable, their organization very clear although the instructors have shot up somewhat over time.

Participants:

In total we have 37 members of 5 origins

  • South America: 19
  • Central America: 8
  • Mexico: 1
  • Caribbean: 2
  • Spaniards: 7, all facilitators of the course

The profile is well distributed

  • Civil engineering and geography 5
  • Architecture 6
  • Surveying and topography 7
  • Legal Professionals 4
  • Finance and Administration 9
  • Information Technology 3
  • Other herbs, the rest

The country that has contributed the most people is Argentina, that most are past of gray hair but they sing very well in the caraoke 🙂 and the most beautiful girl of the event.

The theme

Well, yesterday we saw about the European cadastre / registry models and discussed the different perversions Latin American models. We have also learned about the operation of the virtual cadastre office in Spain and some of its dissemination and updating procedures.

The facilitators

For now they have been Ana Carrión Ansorena, Gema Pérez Ramón and Alfredo Arjona García.

I must admit, that all have an exaggerated character "official" rather than technical so for a moment I have found a somewhat gloomy formality, a somewhat boring exhibition and some could use a good Powerpoint course :).

At some point one of them has claimed that they use satellite images with pixels of 10 centimeters to avoid having to go to the field and that the 3D photogrammetry is done in Google Earth ... so they can take an idea

They are saved from these barbarities because they have at least accepted that it is not their specialty field although at the time they have won the criticism in a secret and respectfully public in this blog ... more with my critical mania in which I forget that these events are not to come to learn but to take a broad view of the trends that things are taking. 

Among the best that has its exhibition is in the learning that can be had from countries like Spain that although they fight a lot for a topic that technologically has little time of implementation, at the institutional and procedural level has well-grounded both the norm and the role in the public race, aspects that are nothing new and that these countries already wanted to have even the poem.

I believe that the cadastre model of El Salvador / Honduras, where the cadastre and property registry are already a single institution, self-financed based on services and where the real folio entry is not only linked but based on the geometry of the cadastre could be worthy to expose ... but we know that the weaknesses of our countries is institutional fragility because of political clientelism.

At night we went to the caraoke and we studied some gml formats that can not be published on this page.

    This is how things are in Spain, of course some Property Registrar has finished the comment with another that has been cast by the square referring to anyone with the navigator of your vehicle and can measure your PROPERTY and include in the graphic graphic base.
